Above all, the territory of the Francophone space is the universal. But its global influence and its future are in fact dependent on its entrenchment in concrete territories, landscapes, regions or customs, for the notion of territory covers both a geographical dimension and a host of intangible characteristics which create the personality of a place and of the human groups which occupy it.

Africa is certainly the most striking example of this, although it is equally true in Europe or in North America. What is known as Francophonie (the French-speaking and Francophile world), which has everything to gain at the global level from the recognition of multilingualism and the diversity of cultural expressions, is not always aware that it has so significant an asset in its geographical division and in the variety of its know-how and expertise. At a time when the economic dimension of Francophonie and the potential strategies resulting from it are being emphasised, it is more than ever necessary to underline the specific advantages which can be derived from the endogenous development factors emerging from the local regions.
